TIN Holdings would like to share with our esteemed readers the latest criteria for defining micro, small, and medium-sized enterprises. Based on these criteria, business owners can determine the level of state support for their companies, as well as differences in contributions, tax incentives, and financial policies.
On March 11, 2018, the Government issued Decree No. 39/2018/ND-CP detailing certain provisions of the Law on Support for Small and Medium-sized Enterprises. Accordingly, the criteria for defining micro, small, and medium-sized enterprises are specified and detailed.
Criteria for Identifying Micro Enterprises
The criteria for identifying micro enterprises vary depending on the sector and include specific requirements:
Agriculture, Forestry, Fisheries, Industry, Construction
- The average number of employees participating in social insurance per year is 10 or lower.
- The total annual revenue is VND 3 billion or lower, or the total capital is VND 3 billion or lower.
Commerce, Services
- The average number of employees participating in social insurance per year is 10 or lower.
- The total annual revenue is VND 3 billion or lower, or the total capital is VND 3 billion or lower.


The criteria for identifying micro enterprises depend on each sector.
Criteria for Identifying Small Enterprises
Agriculture, Forestry, Fisheries, Industry, Construction
- The average number of employees participating in social insurance per year is 100 or lower.
- The total annual revenue is VND 50 billion or lower, or the total capital is VND 20 billion or lower.
- Not classified as a micro enterprise.
Commerce, Services
- The average number of employees participating in social insurance per year is 50 or lower.
- The total annual revenue is VND 100 billion or lower, or the total capital is VND 50 billion or lower.
- Not classified as a micro enterprise.


Small businesses have no more than 100 employees
Criteria for Identifying Medium Enterprises
Agriculture, Forestry, Aquaculture, Industry, Construction
- The average number of employees participating in social insurance per year is 200 or lower.
- The total annual revenue is VND 200 billion or lower, or the total capital is VND 100 billion or lower.
- Not classified as a small or micro enterprise.
Commerce, Services
- The average number of employees participating in social insurance per year is 100 or lower.
- The total annual revenue is VND 300 billion or lower, or the total capital is VND 100 billion or lower.
- Not classified as a micro or small enterprise.
